I have been trading to Hong Kong since 1874 and in command since 1885. and from the time (1893) that is since the Company, have been carrying Chinese crews, and we have been paying off crews at Hong Kong, about 5 times in two years. I can only say that any Shipping Office at home or abroad, I have seen the work carried on, in a better systematic manner than has been done at Hongkong, both at your office & on board.

As to the charges brought against you, I have seen you pay off, both on board & at your office. I should consider it impossible to do any of the thing, charged against you, having you carefully count up the amounts. & pay the men to the last cent. and the money handed to each man, in my presence & also of the Chief Engineer.
